On 12 March 2008, the General Assembly of Members of the Polish Association of Plastic Pipes and Fittings Producers was held in the premises of the Association in Toruń. The President of the Association, Maciej Trojnarski, opened the General Assembly and welcomed all the gathered.
The Manager of the Office of the Executive Committee, Przemysław Hruszka was elected unanimously as the Chairman. The Chairman stated that the quorum required by the Charter participated in the meeting. Therefore the passed resolutions were binding. After that he presented the agenda which included:

1. Election of Chairman of the Meeting and election of the Scrutiny Commission.
2. Acceptance of the agenda.
3. Discussion of minutes from previous General Assembly and analysis of execution of resolutions.
4. Presentation of the activity report of the Association for the year 2007.
5. Presentation of the finance statement for the year 2007.
6. Approval of the activity report of the Association for the year 2007.
7. Approval of the activity report of the Board of Control.
8. Approval of the finance statement for the year 2007 and giving a vote of acceptance to the Executive Committee.
9. Presentation and approval of the activity plan for the year 2008.
10. Presentation and approval of the budget of the Association for the year 2008.
11. Dismissal of the Member of the Executive Committee.
12. Granting honorary membership.
13. Election of a new Member of the Executive Committee.
14. Approval of modified rules of payment of registration and membership fees.
15. Various matters.
16. Close of the debate.

Afterwards the Scrutiny Commission was appointed. For the lack of motions on changing the agenda, the proposed agenda was accepted unanimously.

The General Assembly of Members accepted the minutes from the General Assembly of 30 May 2007. There were no remarks.

Przemysław Hruszka presented the finance statement for the year 2007.

The General Assembly of Members accepted the report of the Executive Committee for reporting period from 1 January 2007 to 31 December 2007. The report was presented by the President of the Association, Maciej Trojnarski.
The Chairman of the Board of Control, Wiktor Kupraszewicz, presented the Association activity report of the Board of Control for the year 2007. After that the General Assembly of Members accepted the foregoing.

The General Assembly acknowledged:
- Report on execution of planned budget for the year 2007 presented by Przemysław Hruszka,
- Report of the Board of Control for reporting period from 1 January 2007 to 31 December 2007,
After that, the General Assembly gave a vote of acceptance to the Executive Committee unanimously.

The President of the Association presented the draft activity plan for the year 2008, prepared by the Executive Committee. There were some remarks and proposals to this plan. After the discussion, the General Assembly of Members accepted the activity plan for the year 2008 with the following modifications:
- survey research of pipes is given up in the current year,
- money saved this way are allocated for the increase of the budget surplus and are left at the Executive Committee's disposal,
- examination of structural pipes is expected to be carried out in 2009.
The General Assembly supported the activity for establishing a quality mark for plastic fittings based on product certification by an independent certification body. The General Assembly authorised the Executive Committee to cooperate in this field with the Economic Chamber "Polish Waterworks" (Izba Gospodarcza "Wodociągi Polskie"). The General Assembly agreed that technical, organizational and financial terms and conditions for granting the quality mark should be defined by a Group of Experts including representatives of IGWP, PRiK and the certification body. All decisions of this group have to be accepted by the Executive Committee of PRiK.

The General Assembly of Members approved the annual budget of the Association for the year 2008.

Because of striking Jan Gołębiewski off the list of Ordinary Members of the Association, the General Assembly of Members dismissed Jan Gołębiewski from the office of the Member of the Executive Committee.

The President of the Association, Maciej Trojnarski presented a profile of Jan Gołębiewski:
Jan Gołębiewski, former Manager of the Institute for Plastics Processing "Metalchem" in Toruń, fully understood the idea and purpose of establishing the Association.
He was one of the initiators of establishing the Association integrating the environment of plastic pipes and fittings producers, at first as a Member of the Founding Committee and since 22 March 2005 as the Vice President of the Executive Committee. Fully committed, he participated in work on, among other things, the Charter, the Regulations of the Executive Committee activity or criteria of admission of new members to the Association.

In recognition of the presented merits, the President of the Association moved a proposal to the General Assembly to grant Jan Gołębiewski the title of Honorary Member of the Association.

In recognition of the remarkable merits and activity for the benefit of the Association, the General Assembly granted Jan Gołębiewski the title of Honorary Member of the Association.

For the necessity of conducting a by-election to the Executive Committee of the Association so that each of the member companies has a representative in the Executive Committee, the Chairman of the meeting proposed the Manager of IMPiB Institute in Toruń, Stefan Kubica, as a candidate. He fulfilled formal requirements and is an Ordinary Member of the Association since 29 January 2008.
Stefan Kubica agreed to be a candidate. By secret ballot, the General Assembly of Members elected Stefan Kubica a Member of the Executive Committee of the Association.
The General Assembly of Members introduced the following modifications to the rules of payment of registration and membership fees by new Supportive Members, who would move the proposal for it:
- in the first calendar year a registration fee to the amount of PLN 50 000, i.e. the total amount, a company becomes a Supportive Member and its representatives are affiliated with Ordinary members,
- in the second calendar year of membership, after paying the total amount of the fee for the year, a Supportive Member is entitled to put up its representative to the Executive Committee at the nearest General Assembly.

The president of the Executive Committee informed that the European polyvinyl chloride (PVC) processing industry committed itself before the European Commission to recycle 200,000 tons of PVC post-consumer waste by the end of 2010. This voluntary commitment is to protect the industry from implementation of regulatory restrictions on the use of PVC, e.g. a special ecological tax. The VINYL Foundation was established to accomplish this ambitious task. The Foundation is to finance PVC post-consumer waste collection in Europe. The VINYL Foundation is financed by PVC suppliers (70%) and manufacturers of this polymer (30%). It was resolved that every PVC manufacturer in Europe should pay €0.35 per ton for each ton of processed unplastified PVC. Polish producers of PVC pipes and fittings process a considerable percentage of all PVC used in Europe. Hence, a proportional financial contribution to the VINYL Foundation is expected. Unaccomplishment of obligations concerning post-consumer waste recycling in Europe can bring about sanctions on the European Commission's part, which can also hit all Polish producers.
The President informed that companies which are members of European concerns pay charges at the central level, the rest of the companies have to be prepared for receiving an invoice directly.
In response to Teppfa's appeal concerning covering of costs of PVC post-consumer waste recycling, the General Assembly of Members obligated all PVC processing companies, which are Supportive Members of the Association, to pay a charge in favour of the Vinyl Foundation (€0.35 per ton for each ton of processed PVC on the basis of an invoice issued by the foundation).

Joachim Stasiek, a Member of the Association, informed the gathered that his monograph entitled: "Polymeric plastics extrusion" was published. The gathered admited that it is interesting professional literature - a compendium of knowledge on extrusion.

At the close of the meeting the Chairman thanked all the gathered for participation in the meeting. The General Assembly session ended at this point.
