19.09.2007 - Executive Committee meeting at the seat of the Association in Toruń
On 19 September 2007, the Executive Committee meeting was held at the seat of the Association in Toruń. The meeting was opened and the debates were led by Maciej Trojnarski, President of the Association.
The proposed programme of the meeting included, among other things:
- Acceptance of the agenda.
- Discussion of minutes of previous Executive Committee meeting.
- Presentation of results of voting in CEN on harmonised standards and discussion on the role of the Association in introduction of the CE mark for products comprised by the standards.
- Introducing training on REACH.
- Establishing of the group implementing REACH in individual member companies.
- Discussion of progress in arrangements for organization of the General Assembly of Teppfa by the Association.
- Discussion of progress in arrangements for organization of the conference “Water supply and sewage systems made of PP and PE”.
- Report on the meeting of representatives of the Executive Committee of the Association and the delegation of the PVC4Pipes organization.
- Fixing the list of companies from outside of the Association products of which are to undergo research within the framework of monitoring of the quality of plastic fittings.
- Discussion of progress in implementation of lead-free stabilizers in individual companies and presentation of a response of the Main Sanitary Inspectorate on that matter.
- Various matters.
The chairman of the meeting presented the proposed agenda. Przemysław Hruszka suggested that the proposal of participation of the Association in the elaboration of the standard for low hum plastic sewage systems could be discussed during the various matters. The proposal of introduction of this point to the agenda was accepted unanimously. There were no comments on the minutes of the previous Executive Committee meeting.
Przemysław Hruszka presented results of voting in CEN on harmonised standards. During the voting the following standards were approved: PrEN 15012 – Inner sewerage systems
PrEN 15012 - Inner sewerage systems
PrEN 15014 - Buried and above ground systems for water and other fluids under pressure
PrEN 15015 - Systems for hot and cold water not intended for human consumption.
During the voting the standard PrEN 15013 was not approved - Non-pressure drainage and sewerage systems buried in the ground. However, there are chances that as a result of change in the standpoint of Great Britain, the standard will be also approved in the near future. The accepted standards will be published probably at the end of the current year. Therefore the CE mark for products comprised by the standards is going to be used beginning from the first quarter of 2008. In most European countries (it does not apply to Poland) after two years it will be obligatory.
Because new harmonised standards have a lower level of requirements than the current standards in force, after the introduction of the CE mark the level of requirements for fittings would undergo lowering in Poland.
As a result of the discussion the gathered stated that in this connection the introduction of a voluntary quality mark based on current standards for products was becoming urgent. So far, the Chamber of Waterworks has not taken practical action leading to the introduction of the quality mark for plastic fittings. A question arises whether the Association is to wait for action on the Chamber’s part or individually take action in this field. In this connection, President Maciej Trojnarski proposed to send to Members of the Executive Committee an enquiry for expressing a standpoint in that matter. The Executive Committee approved it.
The Executive Committee of the Association submitted a letter to the Office for Chemical Substances and Preparations, with the seat in Łódź, for delegating an expert to carry out basic training on the Reach for Members of the Executive Committee. M.D. Michał Andrijewski, Director of Risk Assessment Departament, participated in the meeting. He introduced the gathered to new community chemical policy issues, particularly taking the Reach under consideration.
The Executive Committee decided that the Association would coordinate the Reach introduction in individual companies. In this connection, in the near future, plenipotentiaries for REACH will be chosen from each of member companies for whom the Association will organize the training, using the services of one of the companies recommended by the Office for Chemical Substances and Preparations.
On the Association’s part, Mirosława Lubańska talked over the arrangements for the organization of the General Assembly of Teppfa’s members which would take place in Kraków on 13-14 April 2008.
Przemysław Hruszka presented the current arrangements for the conference “Plastic sewage and water supply systems. New solutions from polypropylene and polyethylene” together with the company Borealis.
On 3 September 2007, at the seat of the company Wavin Metalplast-Buk, the meeting with representatives of the organization PVC4pipes took place on cooperation in the range of promotion of PVC based piping systems in Poland. It was decided to organize jointly in 2008 a conference on the similar subject to this year’s conference particularly taking PVC pipes under consideration. For this purpose, in the first quarter of 2008, the meeting of representatives of PVC4pipes and the Association’s marketing group is to take place.
Manager Przemysław Hruszka reminded the gathered that in the light of the earlier resolutions the Executive Committee decided to repeat the pipes research. The Executive Committee resolved on repeating the previous range of research and chose manufacturers products of which were to undergo the research.
The Executive Committee informed the gathered that, the response was received from the Main Sanitary Inspectorate to our letter sent to the Ministry of Health on implementation of a ban on the use of lead stabilizers in pipes intended for drinking water. The Main Sanitary Inspectorate supports the introduction of the ban, but on the basis of current binding regulations it is not possible. The Association’s postulate will be taken into consideration in the near future in the process of legislation of new acts especially during works on elaboration of the bill on the health safety of water. The Executive Committee decided that to determine the progress in implementation of lead-free stabilizers in individual companies the questionnaire would be sent to Members of the Executive Committee with the request to fill it in.
Przemysław Hruszka informed that the company Wavin Metalplast-Buk took the initiative to elaborate the Polish Standard for low hum sewage systems made of plastics. The issue was already discussed initially at the meeting of the Technical Committee KT-140 of the Polish Committee for Standardization. Precondition of taking up the work by PKN (the Polish Committee for Standardization) on the standard is commitment of the Association to finance the elaboration of the standard. The Executive Committee supported the initiative and stated that the standard should be financed by companies interested in sale of these systems in Poland. However, for formal reasons the letter on that issue to PKN should be submitted by the Association.
The Executive Committee passed the following resolution:
The Executive Committee authorised the President of the Executive Committee to submit a letter to PKN, with the request to elaborate the standard for low hum sewage systems made of plastics.
As a result of voting the resolution was passed unanimously. The Association is going to delegate experts to work in the Working Group KT-140 to elaborate the standard.
It was decided that the next Executive Committee meeting would take place on 6 December 2007 at 11 a.m. at Parkhotel Vienna in Bielsko-Biała, i.e. at the place of the conference organized by the Association.
