06.12.2007 r. at 11.00 a.m. - Executive Committee meeting in Bielsko-Biała
On 6 December 2007, the Executive Committee meeting was held in Bielsko-Biała, at the place of the conference organised by the Association. The meeting was opened and the debates were led by Maciej Trojnarski, President of the Association. At the beginning, the President presented the programme of the meeting which was received by Members of the Association in suitable advance together with the invitation. Seven Members of the Executive Committee and Janusz Zadrosz, the representative of the company KHH Pipe Poland, who was invited by the President of the Executive Committee, participated in the meeting. Przemysław Hruszka, Manager of the Association’s Office as well as Mirosława Lubańska, who was taking the minutes of the meeting, also participated in the meeting.
The proposed programme of the meeting included:
- Acceptance of the agenda.
- Discussion of minutes of previous Executive Committee meeting.
- Discussion of matters relating to introduction of a quality mark:
a) survey findings on introduction of a quality mark,
b) a letter from the Economic Chamber “Polish Waterworks”,
c) an account of the Working Group meeting in the Economic Chamber.
- 4. Information on completed training for Plenipotentiaries for REACH.
- 5. Presentation of up-to-date information about the conference “Water supply and sewage systems made of PP and PE”.
- 6. Information on progress in pipes research within the framework of monitoring of the quality of plastic fittings.
- 7. Discussion of progress in implementation of lead-free stabilizers in individual companies (survey findings).
- 8. Information on a voluntary commitment on post-consumer PVC waste recycling Vinyl 2010.
- 9. Various matters.
The Chairman of the meeting presented the proposed agenda, which was accepted by the gathered unanimously. There were no comments on the minutes of the previous Executive Committee meeting.
According to arrangements made at the previous Executive Committee meeting, the questionnaire on the Executive Committee’s standpoint concerning the implementation of the quality mark for fittings was sent to Members of the Executive Committee. A decided majority declared in favour of the implementation of this mark both together with the Economic Chamber Polish Waterworks and individually in the case of lack of the Chamber’s readiness for cooperation. As a result of discussion, the gathered stated that because of the planned introduction of CE marking for fittings in the first quarter of 2008, the level of requirements for fittings would undergo lowering in Poland. The introduction of a voluntary quality mark based on current standards for products is becoming urgent. So far, the Chamber of Waterworks has not taken practical action leading to the introduction of the quality mark for plastic fittings.
The Chamber of Waterworks submitted a letter to the Association, concerning the formation of a working group for elaboration of the standard entitled “Directives for design, construction and exploitation of plastic water supply and sewage systems” with the proposal for appointing an expert to work in this group. In response of 7 November 2007, President M. Trojnarski assigned P. Hruszka to work in this group. At the same time, he emphasised in this letter that the issue of establishing the quality mark for plastic fittings should be the top priority for this group. He also expressed his hope that cooperation with the Chamber of Waterworks in favour of establishing the quality mark would transform into actual and determined action in order to protect our market against products of bad quality, through establishing the voluntary quality mark.
The Executive Committee decided that if until the next meeting a letter did not come with the declaration of engagement of the Chamber of Waterworks for establishing the quality mark, the Association would individually take action in this field. Establishing cooperation with an independent certifying Institute is a separate issue. P. Hruszka presented the offer for pipes certification and tests received from IPTS Metalchem. So far this is the only proposal.
M. Lubańska presented information on the Reach training. On 15 November 2007, the training organised by the company Eko-Futura from Łódź “Obligations of further users of substances in the light of the Reach directive” took place at the seat of the Association in Toruń. The training was organised for Plenipotentiaries for REACH assigned by member companies. Thirteen persons took part in the training. Participants received a complete set of training materials and suitable certificates of completing the training.
On 6-7 December 2007 in Bielsko-Biała, at Parkhotel Vienna, the technical conference “Plastic sewage and water supply systems. New solutions from polypropylene and polyethylene.” will take place. The conference was organised by the Association together with the company Borealis. The current arrangements for the conference were presented in brief by M. Lubańska.
P. Hruszka presented information from IPTS Metalchem on progress in pipes research within the framework of monitoring of the quality of plastic fittings. Pipes for research purposes were bought according to the directives included in the order. Progress in the research was estimated at 80% complete. The expected date of finishing the commissioned work jointly with the elaboration of the report is anticipated on 10 January 2008.
P. Hruszka presented information from member companies on progress in implementation of lead-free stabilizers in individual companies as well as the planned dates of implementation of lead-free stabilizers. P. Hruszka showed a presentation of Teppfa concerning a voluntary commitment on post-consumer PVC waste recycling Vinyl 2010. According to the commitment, beginning from 2008, each of PVC converters in the EU should pay a voluntary charge of EURO 0.35 per ton in favour of the Recovinyl Foundation to cover the costs of waste collection.
Among various matters P. Hruszka discussed the current progress in the elaboration of the standard for inner low hum sewage systems. The Technical Committee KT-140 of the Polish Committee for Standardization decided to establish a working group to elaborate this standard. Representatives of all the interested companies will be invited to the group. The first meeting of the working group is planned for 3 April 2008. At the meeting, the subject of the standard and the principles of financing the works on the standard will be discussed. The meeting concluded at this point.
The next Executive Committee meeting together with the presentation of research findings of plastic pipes was fixed for 29 January 2008, at 11 a.m. at the Branch Office of IPTS Metalchem in Gliwice.
